City officials have continually claimed that there are adequate beds in the city’s shelter system. The provincial government extols the virtues of the system on many bus shelter ads and in local newspapers. So why do homeless people, and people who work with homeless people, complain? Is it true what the City and the Province claim or are there gross infractions of human rights within the shelter system? The Inspection Team will have the expertise to not only record information but also to be able to assess whether homeless people’s health is at stake. They will be asked to make recommendations to alleviate the situation should they find evidence that warrants reforms. Homeless people have already been sent into the shelter system to report on conditions. Their evidence will be available to the Inspection Team.
