is the City doing to bring the homeless inside Step outside. Check the weather reports. Conditions are miserable – windy and bitter cold. And for the homeless people on the streets, this weather could cause serious injury or even death from the effects of the cold. “What is the City doing to bring the homeless inside?” asks Cathy Crowe, street nurse and co-founder of the Toronto Disaster Relief Committee. “Is an emergency shelter being opened?
